SOP Registry — the global SOP-ID ledger
Owner: Operations (Process Engineer). Operations is the numbering authority for SOP / runbook IDs across the org (resolves the Documentation F3/F7 flag: there is one global ID space and one home per SOP). Every SOP lives flat in
docs/sop/with a globally uniqueSOP-NNNID; nothing underdocs/units/**/sops/(that deviation was normalized on 2026-06-01). Job aids (JA-…) stay with their unit underdocs/units/<unit>/job-aids/.
Allocation convention

To allocate a new ID: send Operations the title, owner unit, and one-line purpose; Operations assigns the next free number in the owner’s band and adds the row below. Do not self-assign an ID.

Gaps are intentional (e.g.
006–009,013–014,030,035–039,046–047) — reserved headroom within each band; an unused number is not a missing SOP. PA holds040only (the rest of the old040–049window was reallocated on 2026-06-01 to open the CPTO-cluster bands above:041–043CPTO,044–047Innovation,048–053Design Research).SOP-046/SOP-047are reserved Innovation headroom.
