What Changed Today (2026-06-09)

Root-caused why Notion and chatter were not updating, and shipped the durable fix for the Notion half:

• Notion daily reports — the daily-reports.yml Action reported “success” every day but its only real step was a TODO stub that exited 0 whenever the secrets were unset. Scheduled posting had therefore never run; the Notion “Daily Reports” page only updated when a live session posted by hand (hence the 06-02 → 06-07 gap). Fix: implemented scripts/post-daily-report.mjs (zero dependency; mirrors a committed reports/*-{briefing,report}.md to Notion as a child page, idempotent by title) and rewired the workflow to call it — now triggered on push to main for reports/ changes as well as the daily schedule. It activates the moment NOTION_TOKEN + NOTION_REPORTS_PAGE are added as repo secrets; until then it degrades safely to a logged no-op.
• Chatter — the feed is stale because the Slack ingest pipeline is dormant (fail-closed until SLACK_SIGNING_SECRET is set in Vercel + the bot is invited
  • the Events URL is configured). This is infra/credential work the operator owns; produced a remediation checklist at docs/runbooks/chatter-pipeline-remediation.md tied to the open R-001 credential-rotation thread.
• Archive — refreshed the daily-reports-workflow latest/ copy and its MANIFEST hash in the same change (GR-8).

1. Operator action to finish the Notion fix: add NOTION_TOKEN + NOTION_REPORTS_PAGE repo secrets so the daily-reports publisher goes live.
2. R-001 credential rotation — SLACK_OAUTH_TOKEN + SLACK_SIGNING_SECRET; this is also what reanimates the chatter feed (see the new remediation runbook).
3. Upskill the 41 non-conformant agents to canon (GR-9) — worst-first queue in the fleet scorecard.
