Decisions captured (GR-6)

GR-9 — live subagents use the subagent-sidecar layout (CLAUDE.md). Prompt stays at .claude/agents/<name>.md; the other four canon dimensions live in <name>/. The pattern for all future live-subagent upskills.
The org chart (ORG.md roster) determines the fleet — encoded in the auditor’s fleet command (_parse_roster_table): the chart sets membership; the filesystem audit sets conformance; off-chart tool-instruments (e.g. agent-auditor) are surfaced separately, not counted.
Two-tier eval for code/judgment agents — a deterministic contract-grounding gate (CI) + an on-demand LLM-judge behavioural set (the honest behavioural score). Generalizable as more code-adjacent agents upskill.

Recorded state

Fleet canon scorecard (2026-06-08): 42 agents on the chart — 1 conformant (engineering-director), 41 to upskill (40 pre-canon single-file). See reports/auditor/2026-06-08-fleet-audit.md. This is the backlog.
